The HMF PEP as a Structured Document, Built on a Platform of MS Project/Excel/Word

The Research Infrastructure Guide defines the difference between tailoring and scaling earned value management systems (EVMS) for performance management and measurement during construction on NSF major facility and mid-scale projects. Major facility projects are required to have an NSF-accepted EVMS system compliant with all 32 guidelines tailored to the project’s specific needs.  Recognizing that some mid-scale projects may benefit from using EVMS for performance management and measurement with reduced administrative burden, the RIG provides a practice guide to establish a scaled EVMS that implements 18 of the 32 guidelines for meeting the seven basic principles of earned value management.
