Project Management Maturation at NSF: A Guided Tour

Wayne Abba’s association with NSF began in 2012 when he introduced us to the Government Accountability Office’s best practice guides for project cost and schedule performance management, leading to significant changes in EVM-based policies and procedures. These are fully developed in the 2021 RIG, including scaling and tailoring guidance for mid-scale research infrastructure projects. Abba describes how the management of NSF projects matured during the past decade by incorporating the GAO best practices in policy guidance and project execution, placing NSF among leading government agencies.
