Spiral Development & Mid-Scale Project Oversight
Although they may appear onerous, NSF procedures are inherently flexible. A panel of practitioners took the audience on an exploration of the pros and cons of using a “spiral model” to facilitate successful design and construction of major and mid-scale facilities while working within NSF policies and procedures; including the No Cost Overrun Policy. The discussion also included appropriate scaling of Design Stage oversight for mid-scale projects (Section 2.7 of the Large Facilities Manual) as well as major acquisitions.
